PodVM (separate tag podvm-v0.2.0-cohere.7 on the same commit): GCP images + GHCR podvm artifacts from Build PodVM Image (Cohere). Azure gallery publish is opt-in and will be dispatched after the PodVM build succeeds.

New PodVM images change RTMR1/RTMR2. Do not roll them onto Integritee-attested workloads until a new Integritee policy is generated from those measurements.
