Release notes: PodVM image-naming fixes from cohere HEAD (df5b1576), cut so the chart, both component images, and the PodVM tag all read .8.

Changes since v0.2.0-cohere.7

• Keep the chart patch level in GCE PodVM image names, and drop the TEE platform from them (#76).
• Key the Azure gallery image definition on the image name rather than the workflow input (#77).

Both are build/deploy workflow changes only. No src/ changes since v0.2.0-cohere.7, so the CAA and peerpod-ctrl images here are rebuilt from identical source — this release exists for version coherence, not for a code change.

The chart tag is republished. It was previously pushed by a manual Release PeerPods Helm Chart dispatch from the same commit, which skipped the release step that pins image.tag and resourceCtrl.image.tag, so it shipped floating latest-cohere defaults. This release replaces it with defaults pinned to v0.2.0-cohere.8. Templates are unchanged.

PodVM

PodVM images were already published under the separate podvm-v0.2.0-cohere.8 tag (d338c8c0); this release does not rebuild them. Measurements are unchanged from that build, so no new Integritee policy is required beyond whatever podvm-v0.2.0-cohere.8 already needed.
